Newly Sworn-in Mayor of Moroto Municipality Vows to Eradicate Waste, Safeguard Public Resources

The newly sworn-in Mayor of Moroto Municipality, Mark Ssire, has pledged to eliminate waste management challenges in the municipality and Safeguard Public Resources as part of his priority agenda.

Speaking shortly after his swearing-in, Mayor Ssire commended the technical team and the Chief Magistrate for facilitating a smooth inauguration ceremony. During the first municipal council session held on Friday, he outlined plans to address key infrastructure issues, particularly the opening and improvement of access roads.

“One of my key promises during the campaign was to open roads connecting the outskirts to the town centre,” Ssire said.

He emphasized that poor waste management remains a major obstacle preventing Moroto from attaining city status, despite repeated advocacy by leaders in the region.

“Garbage has become a serious problem in Moroto Municipality,” he noted, adding that effective garbage collection strategies, including outsourcing services, will be prioritized under a broader good governance framework.

Mayor Ssire also vowed to protect public resources, improve governance, and ensure accountable leadership. He emphasized the urgent need for an approved physical development plan to guide.

“I pledge to transform Moroto Municipality into a place where all citizens live in dignity, enjoy quality services, and actively participate in building a peaceful, inclusive, and economically vibrant society,” Ssire said.

Ssire called on all stakeholders — including civil servants, councilors, religious leaders, cultural institutions, development partners, youth, women, and residents — to work together towards the development of Moroto Municipality.

HESEGIE Project Unveiled

The Mayor also unveiled his flagship HESEGIE Project, which focuses on Health, Economic Development, Social Services, Environment & Waste Management, Governance, Infrastructure, and Education — key pillars outlined in his election manifesto.

Council Speaker Pushes for More Support

John Gaston Napakol, who was elected Speaker of Moroto Municipal Council, assured residents that the council will actively lobby for more projects from both government and non-governmental organizations. He also called on the central government to increase the special grant for persons with disabilities from one million to at least two million shillings.

Napakol, who has been a PWD representative, further stated that no project without proper accessibility ramps for persons with disabilities will be accepted or handed over.

Call for Collaboration towards City Status

Mark AOL Musoka, Assistant Resident District Commissioner (ARDC) for Moroto District, congratulated the newly sworn-in leaders and urged them to take their responsibilities seriously. He praised the vibrant technical staff and called upon all councilors and stakeholders to work together to ensure Moroto Municipality achieves city status within the next three years.

Musoka also encouraged regular town cleaning exercises every two weeks and urged the new leadership to collaborate closely with Members of Parliament for the betterment of the municipality.

Deputy Mayor and Executive Committee Nominated

During the same ceremony, Mayor Ssire nominated his deputy and executive committee members in accordance with Section 16 of the Local Governments Act (Cap 18). The nominees, who were seconded by council members, are:
• Longok Evalyne – Deputy Mayor
• Achia Susan – Secretary for Finance
• Ogwang Gabriel – Secretary for Works
• Akech Mary – Secretary for Health
